Got an O'Neil 2/3 back zip that's about three years old and the little flappy neoprene velcro bit that secures the neck and covers the zipper in the back is starting to tear.   We've been going to this shop in OB since at least the 70 s. The best wetsuit repair shop, bar none. http://surfnseacustomwetsuits.com/ I had a repair similar to yours on my Patagonia wetsuit, and it only cost about $40 to fix. Can't tell there was ever a rip there.
