From what I can see, someone has removed the meter fixing from the wall to perhaps re-plaster the wall and left the meter precariously balanced on what looks to be a kitchen bin. If so, the person that did this risks investigation by the Health and Safety Executive. If the bin was moved or the meter slipped, if could damage the gas pipe and cause a major gas leak. Personally I would suggest you contact the gas emergency number on 0800 111 999 and see if they will attend to disconnect the gas supply today. They operate 24/7.

Check your gas meter, there will be a notice on that too advising you that your valve has been turned off and you should not turn it on till the leak has been fixed. The smell of gas can linger in properties for a long time and gets stuck up the nose aswell which may be why you still smell it. You will need to call a gas registered gas man who will come and locate the leak for you (it's usually an appliance like the gas job or cooker leaking gas slightly!) If you suspect the leak is in the street however call the emergency number 0800 111 999 but I would stand outside and smell first before you call the emergency 0800 number.
