  Couple of my colleagues had parties for their kids (from age 3 to 6) here. It's in lower Dorcol. It's not 100% non-smoking (let's be real, you're in Serbia, but the smokers are in their own space, that's sealed of from the general space for kids) - http://extremekids.rs/
