We have push button system and I have adjusted water level correctly but paper still bounces around on the top of the water while flushing? Am happy to pay if you can sort it? Thanks in advance.

Your issue is not with the cistern. It's with the soul pipe. Badly flowing soil pipe connections cause water to not be swept away efficiently and leave remains in the pan. Your issue is either a blocked or obstructed drain or poor/restrictive soil connection. Www.facebook.com/Gladwinplumbing
