I have a daughter that is functioning at a grade 1 or 2 level yet the school system continues to shove her through saying "she will catch up" I have already requested she be retained 2 years in a row. I have been rejected, I have appealed the decisions. I was rejected on appeals. My daughter is now in 4th grade and continues to fail every subject. She needs to be put back a grade level to catch up but no one will listen! Who do I talk to? Where do I go?
