Do you want a more upscale, elegant experience vs a more casual relaxed trip or do you like an active nightlife/partying.   There really aren't any true all inclusive resorts in Key West or Puerto Rico. One resort in Puerto Rico has an inclusive option but it is on the edge of a cliff rather than a beachy location so neither of those locations are good options for an all inclusive resort.
