With regard to the wheel refurb, there are some mobile repairers out there, that let the air out of the tyre so that they can pull it away from the rim and then repair it, however, it really depends on what type of wheels you have; if they are split rims, e.g. Detroits, Montreals etc, they really need dismantling to refurb them properly. With regard to the bumper repair, provided the damage is minor, I've seen the work of a 'Chips Away' operative and I was quite impressed:- https://www.chipsaway.co.uk/
