People keep telling me that I can rent most of what I need as far as furniture and decorations, but no one can tell me where!   You could also try Cort Furniture - http://www.cortevents.com/ They aren't cheap, though. You say you have a small budget, but the non-bland, "elevated" party rentals are going to be really expensive. Rentals in general get crazy expensive very quickly (I'm in the event industry in DC).
