  Looks like it is the paper, http://www.busybeaver.net/ makes them, and per their description, "Feel the flow and get the glow! Glow in the Dark paper helps get your 1” button seen, even at night!" It looks like a lot of the places selling 'glow paper' are actually selling thin vinyl, I'd be hesitant to use vinyl because it may not cooperate with your button maker.
