It can be easier to do this professionally. Les Annees Lumieres on rue Franklin near Schuman is aware of different national requirements and a good option. They gave me my photo in digital format for upload to passport website.

Then print for a few cents as a 4 x6 at CVS or whatever, and cut off however many you need. Never had a problem. Usually costs me 20 c max for 6 UK size or 4 US size on a 4 x6 sheet
