We're developing a new mobile app that would allow you to post this exact type of job for free and get quotes right on your phone from people willing to do the work. You could then view their profiles and select whom you choose. Free to the customer to post jobs, and your money would be held in escrow (like PayPal) until you confirm that the work is complete to your satisfaction.
