  I would recomend Red Pif http://redpif.cz (it's restaurant and winebar), or if is just winebar ok and you don't want to spent money, then definitely Ujezd 19 http://www.vinnyujezd.cz - both is close to Narodni divadlo. Red Pif specializes in autentic wines, Ujezd have quite good selection of german, austrian and french wines.
