  There needs to be some sort of tax on selling puppies - when owners register them, vets/insurance etc they should have to say who breeder is etc - might stop some breeders when they get slapped with a big tax bill? Something needs to be done to discourage people from seeing them as a quick buck. So upset about poor Millie. X
