I live in a slab rancher in Woodcroff, off Harford Road and Richmond Avenue at the beltway. My entire house needs to be painted inside. Some former idiot owner, many decades ago, wallpapered every single wall and ceiling! Then came decades of other owners, including myself, painting over the wallpaper. Now the seams are starting to pop and split open. Putting up all new drywall on all walls and ceiling would affect all the crown molding and baseboard molding, which then affects the tacking strips for the wall-to-wall carpeting. A nightmare project which I simply cannot afford. As would stripping all the paper off with tons of paint on top of it. Is there any easier, more affordable way of fixing this to then paint the house, like patch fixing the bad spots only? Any qualified, affordable painters out there! HELP!! Thank you.
