  Does anyone know if there has ever been any enforcement action for people with dogs not on leads up on the moors? I was running today and everyone i saw had the dogs off the lead roaming through the ground where birds may well nest. The law is there to protect ground nesting birds and lambs. Anyone know if it is a civil or criminal matter?
