  I need to find the water shut off from the street (in Phila) so I can get some maintenance done on the shutoff valve in the house. The plumber looked outside but said it wasn't were he expected it to be. Will some department in Philly know that? It not an emergency but I need to get it done as soon as it's not as cold out.
