  We stayed at the Harbor House and it was very nice. We took a carriage ride from there to the Charles Inn for dinner. The hotel scheduled it all (including a spa) http://www.niagarasfinest.com/harbour/ that was in the winter. I don’t know how busy it gets during Shaw festival
