  Coleen it depends on the number of bedrooms you have. If three or under (if I remember correctly), you need permission from your neighbours, otherwise REZONING may be required and that may need you to employ a town planner to represent you! Best to go to the council to find out first hand as they will need to send out the health inspector, fire inspector etc etc. So you definitely need to register with them and undergo all the legalities. We had to rezone (see www.ninetynorth.co.za). Good luck!
