There's an excellent (dairy) Indian restaurant in Beersheva, Hodu HaKatan, on Ringelblum near the university. Don't recall them having dosa. Kosher but, if I'm not mistaken, under a private or community hashgacha in recent months. Our friends in Beersheva whose judgement we trust continue to eat there, so we do too.
