  For up to date info re. Rabbanut Mehadrin, best to check the sites of the various Rabbanuyot - Google רבנות תל אביב, רבנות ירושלים, etc. Eluna and the various restaurant review sites such as www.2 eat.co.il, www.rol.co.il, www.rest.co.il, www.mapa.co.il are invariably out of date and incomplete. I rather doubt that the Badatz and other Haredi Kashrut orgs have websites that are continuously updated, if at all.

  For mehadrin meat - lechem bsar is bdatz. otoasts place on the beach (I don't know the name), and refeal in Yaffo. For dairy - agvania, alternative and cafe Greg. Cafe cafe in the namal. Cafe neta in the mall might be mehadrin, I can't remember. Check out 2 eat.co.il and restaurants-in-Israel.co.il as well. Both have lists of kosher restaurants and say if the are mehadrin.
