  I would try Head To Toe Salon - +1 (509) 933-4500. Felicia at The Hair Cellar may also be able to recommend a stylist there (if not herself) who does nails and might be able to do it. ☺️ just the two options that come to mind first. I usually go to Tony's Nails for standard mani/pedis personally just because I have been going there for a long time, but although they might, I doubt they can do custom like some of the other salons in town... They might be able to, though! Gorgeous pic/nail inspiration, btw!
