  Do you mean Okinawa soba or Japanese soba? I will assume Okinawan... in that case grocery stores, DonQ, etc sell these Okinawa Soba "omiyage" sets (omiyageお土産= souvenir). Very convenient for sending. For just yourself, grocery stores also sell fresh noodles in the refrigerated section. Also some restaurants, such as Awase Shokudo あわせ食堂 sell fresh noodle, too. Another place selling nice Okinawa soba kits is Gabusoka Shokudo 我部祖河食堂 (small chain of soba restaurants, http://www.gabusokasoba.com)
