  I have just started using Anthony from Assured Plumbing. He is a master plumber and I heard he can do hot water heaters. Don't know what he will charge but worth a call. 703-304-1171. I've also never heard of having to work with the county on shutting off water...Can't you just shut it off to your individual unit? Or in the main building itself?
