N64_Pkmn_Trdr replied:As far as I know there are no 'free' clinics in San Diego, or anywhere. At best there are some clinics who work with low income owners. San Diego Humane Society should have a PDF of vet clinics that offer reduced cost for low income, or a pay plan, but no clinic is free. Other than the coughing and gaging is he eating and drinking? Any major symptoms or issues? Just a cough and gagging could be anything and nothing treatable unless there are other underlying issues. Have you fed the dog bone? Rawhide, are there foxtails near that the dog can access?

They are extremely careful about adoptions and are great finding lost animals owners via their website. There are so many animals at the shelters on Gaines st.. (overwhelmingly sad) Perhaps that is why you have not gotten the information you were looking for. You may consider giving the Humane Society a call 619.299.7012 or go and visit them.
