Voltmeter shows 10 volts yet main? Starter? shows 13, domestics 11. Are you sure that you don't have that the wrong way around? 11 volts won't start the engine and 13 is a lot!. Turn the key to the "Start" position and watch the volt meter, I suspect you have a "surface" charge and the voltage will drop will drop to about 5 when you try and start. Follow the cable, it will take you to the stater motor, at the starter motor there will also be other wires, make sure that none have fallen off, also turn off the switch in the picture and turn it on again, they sometimes make bad contact.
