  Regardless, there will be an exam fee even if you're able to secure an estimate for a given procedure. No doctor will perform a procedure on a new patient without an examination. White Marsh Animal Hosp 410-335-8400, is reasonably priced and can likely give you a rough verbal estimate based on a diagnosis from another vet.
