  Allied Construction just did our home through the NJ Clean Energy Program. High efficiency heat, AC, water heater w/ expansion tank, thermostat, air sealed the house, and brought attic insulation up to 22 inches.   You want to insulate and air seal. NJ was offering rebates for energy improvement work ( http://www.njcleanenergy.com/ ). On that note I had a horrible experience with the energy contractor I hired so be sure to check references and the BBB.
