  Can anybody recommend a place or company that can make custom earplugs for me that are as close to completely noise canceling as possible?

  Are you looking for silence or attenuation? I got my custom plugs from http://www.hearnet.com/ They're the custom fit musician's plugs. I have 15 db filters in mine, but they can do 25 db. I was standing in from of the mains for part of the Ronnie Montrose tribute and had no issues.
