  Not a lady, but: Laura Schneider at Fringe www.fringebaltimore.com in Remington (tons of friends get theirs done through her) or Danny Elder at Crafted www.craftedhairstudio.com in Hampden (where my girlfriend goes). Either can do basically anything you'd ever want.
