  You could try seeing if the [Pui Tak Center](http://www.puitak.org/) has any driving classes, as they offer a lot of classes for new immigrants that don't speak English. The Chicago Chinatown Chamber of Commerce [business directory](http://chicagochinatown.org/ichinatown/chinese-business-directory/) also has a couple schools listed. Make sure you scroll down on the business directory page as the site is oddly formatted. You can find a couple driving schools to call and see if they speak Mandarin.
