  Call Chris Lewis at 832-907-4063. He's done a few jobs for me, and meets all of your criteria above. He's installing two wall sconces for me in the next week or so, hanging a chandelier on a 20 foot ceiling, and has done a whole kitchen (12 lights) of recessed lighting including adding a circuit for an additional zone of lights. Not one complaint from me about any aspect of dealing with him.
