  The only place really near Otaru Station is Asarigawa Onsen & Winter Resort. There is a bus that takes about 15 minutes from the station. Hp: http://asari-ski.com/ As noted above, 3 hours is really tight to try to ski. It's not impossible, but you'll need to factor in transportation time, plus time to rent equipment and change into your clothes and gear.
