  I pay for a CPA, besides actually filing taxes, they are professional financial advisors, and surprisingly adept. If you look in Virginia, there are quite a few who have deep knowledge of Fed benefits. Not sure if recommendations are kosher, but start with something like the link below.   I've been using gillilandcpa.com in Falls Church to handle the financials for my seven person company. He doesn't handle CFO work, he just does our taxes and answers our questions about tax related stuff. Sorry if this is not what you are looking for.
