  That quote is outrageous! They're basically telling you not to go independent right now! I have only 8yrs CDL-A OTR experience and I just received a few quotes from Reliance Partners who deal with a couple of insurance companies and the highest quote given me as a new carrier was Progressive at $24.5k/yr with 15% down...lowest is $18.7k and that's with a risk retention group with 15% down and my company is based out of Florida which is one of the more expensive states to buy insurance. There are several factors insurance companies look at and the main one is how long you and/or your driver(s) have had a cdl, accidents, your credit history. Not trying to be negative, but realistically, you will need a minimum of 3yrs accident free CDL driving experience to even get $1million trucking liability insurance coverage under $30k/year. But call Reliance Partners anyway and see what they say...keep hope alive!
