I like Samarkanda, the food is good, it's inside the atocha station, in the middle of all the vegetation. [This is their terrace](https://www.gastrofestivalmadrid.com/es/evento/860/cocinas-espanolas-samarkanda). Pretty cool in winter to eat surrounded by tropical plants. If you want it so that everyone has to wear a suit or jacket the only one I can think of is [zalacain](http://restaurantezalacain.com/), but it's pricey.
