  Bad news... I've lived the last four years in Bratislava which is right in the middle of those three cities (and likely a brief stop on your cruise) That area is the Needlepoint Sahara. There are NO needlepoint shops in any of those cities. It took me over a year to find DMC floss! What you will find in Vienna is two Petit Point shops. One just down from the Opera House and one at the Hofburg Palace. For quality, I recommend the one at the Hofburg. That being said, bring your credit card.
