  Rich programmers looking for a baby momma, yes, Portland has plenty of those. You'll get sick of hanging out with them before you find a job though. There are more opportunities in customer service and project management than what you just described--that is a very narrow job description for a town that only has two major incubator programs--TiE and PIE. AFAIK they don't hire, it's all volunteer-for-recognition for people with corporate business ties. You would probably be better off looking at work with JanRain (recently seeded, http://janrain.com/), SalesForce (just moved to Hillsboro, http://www.bizjournals.com/portland/blog/real-estate-daily/2013/02/why-the-burbs-salesforce-wants-space.html?page=all) or any of the other tech companies that get listed on SiliconFlorist (http://siliconflorist.com/) on a regular basis
