  I buy online - and I find that it depends on the shipping process, regardless of the law. Iherb.com - no meches ever. Same thing with bookdepository.co.uk. Lightinthebox.com - I had to pay the value of the shipment in taxes 250 NIS. No appeal is possible - customs does whatever it wants.
