  I don't know what entails a pageant style work, but she's a Celebrity Makeup Artist so unless she's busy, at the very least she can point you in the right direction. Check out Erika Melody Frank, she's the niece of Jason David Frank (Power Ranger actor that lives in Kingwood / Humble JASON DAVID FRANK - Official Fan Page Jason's an amazing person as is his family). She lives out in LA, and her website is http://erikamelody.com/. She's done some remarkable work. My brother's sister is an Actress out there, and they've got similar styles.
