  Austin, basically as soon as you add all that extra O2 to your intake, the computer senses the extra oxygen via the map/maf intake sensors and the O2 return sensors. This tells it that the stoichiometric fuel+air mixture ratio is incorrect, that it's running lean, indicated by too much remaining O2 that hasn't been burned off by proper a stoichiometric combustion processes. So the computer compensates by richening the fuel mixture with more fuel through the injectors. Which actually kills your gas mileage, having the opposite effect. Now, if you have a carbureted engine, this is easy to fix. As there's no computer messing with the fuel+air mixture, it's all manual. So you just lean it out, to compensate for the increased combustion. But that's not so easy on an EFI computer controlled system. You have to build, or buy a computer that goes inline between the O2 sensors, pre and post cat, as well as the map/maf. This device then intercepts those signals from these sensors and modifies them on their return path to the ECM/EEC. Thereby tricking the car's computer to lean out the mixture. No EEPROM flashing is necessary and is is in fact not a good idea, as you have to be able to tune it based on altitude and weather, just like the computer was designed to do in the 1 st place. One such device, which my very nitpicky research showed was the best, back in the day in '07, was the COSM: Circuit Output Signal Modifier. WWW.MADCOSM.NET The project changed hands and the website is a bit messy, but it was still around last I checked, and you could still buy them. Also, any HHO generator should ABSOLUTELY be run off of a PWM circuit, a pulse width modulator. Dave Lawton style is the best, based on designs for the late Stanley Meyer's water car. Also of great importance, NEVER, I REPEAT, NEVER! use stainless steel, or steel plates, as they contain chromium and through the electrolytic breakdown process of the anode, it produces hexavalent chromium, or Cr6. This stuff is IMMENSELY TOXIC! The film Erin Brockovich was based on real life events of toxic Cr6 poisoning of a town near a PG&E plant. Cr2, Cr3 are fine, the bivalant and trivalant states. But differentiating which is present, beyond just the presence of Cr, is too difficult without radiometric lab equipment. Many labs can't even tell the difference, they just aren't equipped to do so. Use cadmium or iridium coated titanium plates. Expensive, but non highly carcinogenic chemical producing. I once found some plates pretty cost effectively out of Canada on eBay. This stuff works, but there are a lot of hurdles to overcome. There's also a guy on the COSM site that has been working on a hydrogen/O2 separation membrane, thereby negating the need to mess with the computer, by injecting pure hydrogen without the O2. He has been tirelessly working on it for years, and last I checked, he had it working. But H isn't as combustable as HHO. It is very combustable, just the reaction isn't as extremely violent as it is when you mix in pure, 100% O2. So there are trade offs. I haven't done this for years, due to an illness, so I can't be of much practical help right now, maybe someday. Hope this helps you on your journey.
