  I used party Karacters for Kara's party last year they are amazing. I believe they are based out of Riverside, so not local and they do charge a traveling fee.

  They do have a web site, www.partykaracters.com. We had a Hello Kitty party where a character dressed up as Hello Kitty and she did face painting, balloon animal, bubbles and she even stayed to sing. I think you can just get face painting though if you don't want all the other stuff.
