  JLM Plumbing Inc. John Wilson at 214 794-2585. He did my water Heater Replacement. You will need a LICENSED Plumber in the Town of Flower Mound. It will require you to get a Permit by the Town and it will have to be inspected by the Town to Pass Inspection. No legit Plumber will work on it unless you have the Permit first. You also will need a water Pan and a Water Pan Alarm in case the water heater leaks. That is required to meet Town Code.The Alarms are about $10. and the Pan will be around $20 to $30 at the Home Depot".
