After I'd signed up, a chat with a manager let me change my address to my Japanese address and they said they'd ship out a second debit card (their system requires them to initialize it by shipping out the first one to the first address entered) to me in Japan for a $25 fee, fair enough.

  Have you considered using a US-based virtual mailbox (not a P.O. Box)? We use usabox.com (albeit their paid version so we can store incoming mail for 6 months and get a discount on shipping); they have a free tier, too. You get an address that looks like an apartment in Miami, FL. We haven't opened any new bank accounts using that address but we have opened new US-based credit cards. Also handy for consolidating occasional online US purchases and then having them all sent at once.

  None is reasonably priced because international shipping costs are outrageous. But I have used USABOX.com for 5 years and have been mostly happy with them. They have a very good Internet-based system.
