  Depends on where you want it done, and extent of works, although they do say "no job too small". Prior to retirement, I worked for local council managing electrical projects. I went through a phase of assessing the better contractors, and top of my list was/still is, Northolt based P3 Electrical Services.   if the rising main is a sub main cable then it woukd normally be yours to put right. the supplier will try and get out of anything they class as an adopted mains cable. as an electrician i have replaced many of these sub main cables, some more domestic type electricians may not touch them and to get out of it will say... supplier www.p3 electricalservices.co.uk
