  There is no such thing as a "portable" air conditioner. All traditional air conditioners have to vent hot air to the outside. The only way they get away with calling the "portable" units portable is that they are on wheels and can be moved around slightly. They do make portable swamp cooler units that are actually portable but are not nearly as good as an air conditioner. I own a local HVAC business. I hope that helps out a little.
