  Anyone know of a groomer/vet that will waive the fee for a rescue. I have a friend that found a little furry white dog lying in the streets of richmond last night. Could barely walk because of the matted fur. She's bathed him and cut some of the fur but he still needs a good cut to remove massive matting. Thanks.
