Anyone specialize in mobile seo? Got some questions about responsive design.

Google SEO guide says they prefer responsive web design for mobile. It states that we should serve the same HTM for both mobile and desktop and use CSS to style the page differently. https://developers.google.com/webmasters/smartphone-sites/details What if I want to serve different CSS based on user agent but still send same HTML for all user agents? Would I still need to send the Vary header? Like is there any disadvantage of doing it this way.
Can someone enlighten me on "responsive design". I understand why I might need it but I don't understand the magnitude of coding involved and what it should cost and then where to find someone good. Suggestions?

We use WordPress and build only custom themes from the ground up. The process is very labor intensive and requires a team of high end programmers. We have a designer, a front end developer, and a back end developer. Each pages is formatted to be device specific all the way from mobile phones to 65" HDTV screens. In the past we would make a static theme, tweak it a little bit, and it was done. Now we have to design multiple user experiences. We also do a lot of custom app development since the responsive site can be the phone app (instead of having to download the native). So even after we've finished the main design we have a second layer of designs to build to get the website to function the way our customer wants it on the smaller devices. I hope that answers your question and sheds light on what we go through. It is a new technical direction which is exciting. But yes, the labor and then the costs (or the quality) will be a factor in responsive web build out. As for finding "someone good" -- we're good, nuclear good, but we are complete custom tailored and not a low cost option. I can't speak for other groups that offer low cost responsive design or template based design. There will be many players emerging in this area in 2014 and the costs should settle down a bit.
