  what area of the city do you live in, it may be a water softener with reverse osmosis system, which you dont need if you are on city water. If you want to use it you should get it serviced. You have to set the time it re-cycles and that should be at 2 in the morning (its loud).. I used to use Westway Plumbing 250-372-1277
