  Not sure exactly where you're looking to go (Maryland 'near the water' covers a lot of space) but it's tough to beat Cantlers, up near Annapolis. It's on the water and has a dock for boats to pull up. It also gets insanely busy on the weekends with a line to park, and then a line to eat. Get there really early. http://www.cantlers.com/
