You pay a £5 per month subscription and then it is a mileage cost. You can have the cars overnight but depending on where you are going it might not be very economical (although you don't pay for petrol or insurance as it's all included). Otherwise use carrentals.co.uk for a cheap deal on car hire in Brighton (that's the closest)

Other than St albans , loads of agencies in Watford. They do advertise a 'pick you up' service to get you to the rental car. Compact car for a week is about £120. Used carrentals.co.UK

BUT always check that you have the Petrol choice as FULL to FULL not pre-paid. I've currently got one from Orlando near the Europa Centre in Puerto Rico for 4 days for €60 euros small 4 door Clio with AirCon. Always cheaper from the Airport but a pain to drop off.
